House bill to offer $1 billion for 100-mpg cars

Autoweek -- Dan Lungren lives in Gold River, an unincorporated community outside of Sacramento, Calif., that wants desperately not to be seen as part of its undesirable neighbor Rancho Cordova--despite the fact that most in the area who don't live there see it as a community of confused, affluent people who like to pretend they don't live in Rancho Cordova.

Lungren, in his capacity as the U.S. representative for California's 3rd District, also wants to offer one of the Detroit Three a billion dollars. A billion dollars? For the auto industry? From a Republican? Ah, but there's a catch!

Lungren's proposed legislation stipulates that the money will go to the first U.S.-incorporated automaker that can sell 60,000 gasoline-powered cars that get more than 100 mpg. The bill, H.R. 3872,...

Ford already has cars driving all over Europe that get 69 MPG, but Congress will not let them be imported or built her!. If you take the anti-smog junk off my Expedition and re-map the computer to optimize fuel mileage, I get a third more mileage. Do you know why you haven't seen a car over heat in traffic in the last 15 years? Its because the engine computer riches up the fuel mixture when the vehicle is idling or about to overheat which cools down the engine with unburnt gasoline! This is why your vehicle has a catalytic convertor, to burn gasoline that makes it past the engine. And the reason cat convertors are so hot all the time is they are constantly burning unused gasoline! All because the EPA and Congress mandated this to the Auto Industry all in the name of air quality. If we had proper highways without congestion, there would be no reason for smog equipment to be robbing us of a third of our mileage! By the way, the Oil Companies don't want 100 MPG cars which is why Standard Oil gave Chrysler $20 Million to buy the Prague Carburetor for 10 Million Dollars and shelve it. Additionally if the EPA and Congress were not so rigid and backward thinking, they would allow vehicle computers to advance timing and lean out the mixture to maximize fuel economy once a vehicle is over 40 MPH for 3 minutes. Even a badly tuned 1972 Camaro hardly pollutes when it going 55MPH!

To add to that, we would also need a car that is reliable and safe. Doesn't do much good to have a 100mpg car if its unreliable. My car buying is based mostly on gas mileage and reliability.

Instead of giving the automakers all of the incentive, they should state that half the incentive will go to them (so they build it) and the other half would go to the consumers that purchased it (up to the first 100,000 cars). The money could be used to pay off the cars or do something else. That would do both things, get the auto makers to make the vehicles and get the consumers to make that initial investment.
